In E09 of The Last of Us we're shown and told about the source of Ellie's immunity. We see her mother, Anna, bitten by an infected while in labor, just before she delivers Ellie and cuts the umbilical cord. Later in the episode Marlene explains to Joel that the doctor thinks the cordyceps in Ellie has grown with her since birth and produces a chemical messenger that makes the "wild" cordyceps think she's already infected and that's why she's immune.
I have a different theory.
In the scene where we see Anna give birth to Ellie, the amount of time that passes from when she's bitten until she cuts Ellie's umbilical cord is about 40 seconds. It takes around 45 seconds for blood to circulate through the body, so in order for the cordyceps spores delivered by the bite to even reach the placenta through Anna's blood, they would have to have been directly delivered into a vein or artery. Based on the location of the bite and the small trickle of blood we see, the bite did not hit a blood vessel. So there would not have been enough time for the cordyceps spores to even reach the placenta.
When a woman is pregnant, there is not a direct connection between her blood supply and the baby's blood supply. They're separated by the placenta, which passes nutrients and oxygen to the baby but keeps their blood separate. We know it's possible for some types of infections to cross the placenta, but it's quite rare. So it's certainly not a guarantee that the mutated cordyceps could even cross the placenta if it did somehow have time to reach it.
Based on those two things, the explanation we're shown and that Marlene gives Joel simply doesn't make any sense. It's impossible for Ellie to have been infected by the bite that Anna received so shortly before delivering Ellie. I think there's a better explanation anyway.
It's daylight out when Anna delivers Ellie and it's fully dark when Marlene finds them, so several hours have passed. Anna tells Marlene a couple of things. She tells Marlene that Ellie needs to be fed because she didn't want to nurse her. She also tells Marlene that she cut the cord before she was bitten. When Marlene shows up Anna is sitting with a content sleeping Ellie. Newborn babies usually want to feed within an hour of being born. And babies get mad when they don't get fed. It's unlikely that Ellie would have been so quietly sleeping if she hadn't been fed in the several hours since being born. We already know that Anna lied to Marlene about cutting the cord before she was bitten. I think she also lied about not feeding Ellie. Given how often newborns need to eat she probably fed Ellie more than once. And that's where the immunity part comes in.
Fungal infections are rare in real life, but they do exist. A few species of fungus can cause disease in humans. The human immune system responds to fungal infections much the same way it does to viral and bacterial infections, including the formation of antibodies. The immune system likely reacts in the same way to the mutated cordyceps fungus, including producing antibodies. It simply can't react quickly enough to fight off the rapidly multiplying infection. We also know that mothers pass antibodies onto their babies through breast milk. And that there are a particularly large amount of antibodies in colostrum, the first milk that comes out after giving birth.
So Anna was bitten immediately before delivering. She nursed Ellie after giving birth. At the time she nursed Ellie, she was infected with the cordyceps fungus but it hadn't yet overcome her immune system, so she passed antibodies to Ellie through her colostrum. Ellie's immunity didn't come because she cordyceps grew with her since birth. She was immune because her system learned to fight it as a newborn and so when she was bitten she was able to fight it off.
I think we see further evidence for this theory in Ellie's bite mark. We see the mark several times in the show and she has the same sort of marks that we see in people in the early stages of the infection. Only Ellie's are scar tissue. If Ellie really did already have the cordyceps in her system since birth, why would she have had any reaction to being bitten at all? Based on the scars, it seems a lot more likely that she had the same response most people did to a bite, but unlike most people, Ellie was able to fight it off because her immune system had been taught how to fight cordyceps at birth and was able to respond faster than the infection could multiply.
This also means that Joel's decision to rescue Ellie from the Fireflies at the end was the right decision. Their plan to kill her and remove her brain wouldn't have worked, because it was based on a faulty premise. It was also a really stupid idea. Ellie was literally irreplaceable. As far as anyone knew she was the only person on the world who was immune. And their plan was to immediately kill her. Not start with a blood sample. Maybe try a sample of bone marrow or cerebral spinal fluid. Hell, they could have even done a brain biopsy if their studies supported that they needed brain tissue to work on the cure. Nope, none of that shit, just kill her immediately. "Hey guys, we have a goose here that lays golden eggs, what do you want me to do with it?" "Shoot it, we're having goose for dinner." Idiots.
The biggest hole in this theory is that the immunity that mothers pass onto their babies during pregnancy and breastfeeding is normally temporary. It lasts for maybe a year at most. But fungal infections don't usually turn people into zombies, so I don't think it really needs any more suspension of disbelief than the show as a whole. Maybe there was enough cordyceps just floating around in the environment to keep Ellie's immune system primed to fight it off when she was bitten.

Therefore, I've decided to create this guide to help users understand the process of waiving Centrelink debts caused by administrative errors. The guides' goal is to provide you with accurate and clear information to navigate the system and, hopefully, alleviate some of the burdens associated with these errors.
In this guide, I will introduce and explain the main sections of the Social Security Guide 6.7.3.30, which covers common administrative errors, guidelines for waivers, and the appeal process. By understanding these topics, you will be better equipped to handle any issues that may arise regarding Centrelink debts due to administrative errors. Specifically, we will discuss:

When a debt is attributable solely to an administrative error
What constitutes 'good faith
When a payment is 'received'

By the end of this post, you should have a clear understanding of the process and requirements for waiving Centrelink debts caused by administrative errors.

I. Common Administrative Errors
A. Overpayments Overpayments
This occurs when Centrelink pays more than the eligible amount to a recipient. This can be caused by various factors such as incorrect income reporting, changes in personal circumstances, or errors within Centrelink's system. Overpayments can result in debts that recipients must repay unless they are eligible for a waiver due to administrative error.
B. Incorrect personal details
Another common administrative error is the recording of incorrect personal details, such as misspelled names, wrong dates of birth, or incorrect addresses. These errors can impact recipients' payments and eligibility for benefits. It is essential for recipients to verify their personal details with Centrelink and promptly report any discrepancies.
C. Inaccurate benefit assessments
Inaccurate benefit assessments arise when there are miscalculations of payment rates or errors in eligibility criteria. These can result in recipients receiving incorrect payment amounts. According to the Social Security Guide 8.1.1.70, delegates may apply the incorrect claim provision when a customer claims a payment for which they are not qualified, followed by a claim for a payment for which they are qualified.
Factors to be considered when determining if it is reasonable to apply the incorrect claim provision include the time between initial and second claims, qualification throughout the relevant period, and whether the claims are for similar payments.
Valuing assets is a critical aspect of determining eligibility and payment amounts. Assets are generally assessed at their net market value, which is the amount a person would expect to receive if they sold the asset on the open market, less any valid debts or encumbrances. Centrelink appointed valuers may be required for certain asset valuations, while for other assets, the person's estimate is accepted as reasonable.
New valuations can have different effects depending on whether they are higher or lower than previous valuations or a person's estimate. A higher valuation applies from the first payday after it is received. In contrast, a lower valuation follows the date of effect rules.
Market-linked managed investments and listed securities are valued and revalued according to specific guidelines. Initial valuations occur when a person's new claim is determined, while revaluations happen on 20 March and 20 September each year, as well as upon request or following a notifiable event that affects the investments.
II. Guidelines for Waiving Centrelink Debts due to Administrative Errors
A. Legal framework
The legal framework for waiving Centrelink debts due to administrative errors is established under the Social Security Act 1991 and the Social Security (Administration) Act 1999. The specific provisions governing Centrelink debt waivers can be found in Sections 1236A and 1237AAD of the Social Security Act and Section 6.7.3.30 of the Social Security Guide, titled "Waiver for administrative error debt."
B. Conditions for waiver
To be eligible for a waiver of Centrelink debt due to administrative error, the following conditions must be met:

III. FOI Requests
A customer can make a Freedom of Information (FOI) request with Centrelink to access their personal information, obtain documents related to Centrelink's decision-making processes, or access general information about the agency's operations. In many cases, to obtain a waiver due to administrative error, a customer may need to make an FOI request to obtain information held internally prior to initiating an debt waiver process. To make an FOI request with Centrelink, follow these steps:

Determine the information needed: Before making an FOI request, identify the specific information or documents you wish to access. Be as precise as possible to help Centrelink locate the relevant documents.
Check if the information is already available: Some information might be publicly available on the Centrelink website or through other public sources. It is advisable to check these sources before submitting an FOI request.
Make the request in writing: To submit an FOI request, write a letter or email that clearly states you are making a request under the Freedom of Information Act 1982. Include your full name, contact details (including postal address and phone number), a description of the documents or information you seek, and any preferred format for receiving the information (e.g., electronic or hard copy).
Send the request: Send your written request to the FOI team at Centrelink via email or post. The contact details for Centrelink's FOI team are as follows:

I've been seeing a lot of comrades attacking Ron, and it seems that they're being serious. So, let me educate the ones not in the loop.
Ron DeSantis is our guy.
Dead fucking serious. He's our man on the inside. Now, his exact politics are ambiguous. It's hard to tell just where he lands on a scale of lib to leftist. However, the important thing is that he is not really conservative. He's successfully infiltrated the GOP via a carefully constructed persona and cunning theatrics. Let me explain.

A little background

First off, Ron was born and raised in Jacksonville, one of the largest enclaves of BIPOC culture in all of Florida. Ron's mother was a hippie and his father was a left-wing atheist, they even met at Youngstown State University (which was one of the most liberal colleges in the country at that point). There's a lot of information about Ron's upbringing, most notably his fascination with baseball (the national sport of Cuba) yet, curiously, there's very little on his Churchgoing life, or if he even attended Church at all. Nowadays he's quick to cite his attendance to the OLL Catholic High School, although it's ambiguous how much time he actually spent there. It's possible he wasn't there longer than a semester, if even that.
The point is, Ron was not born or groomed into conservatism like most Republicans are. Even after graduating Dunedin High School, he pursued a liberal education at both Yale and Harvard. It wasn't even until 2012 that Ron got involved with politics at all, running as a Republican in an overwhelmingly Republican district (6th congressional district), one that hasn't elected a Democrat since the party switch. He won, and proceeded to have a very uneventful, middle-of-the-road congressional career. He also married Casey Black, an openly feminist journalist and Charleston alumni with a major in Economics and a minor in French.
So, up until his bid for governor, Ron DeSantis has been anything but the typical Republican. In fact, he's been battling RINO accusations since as far back as Michael Cohen's political relevancy (if any of you even remember him). His actions are less consistent with a Republican ideologue and more consistent with someone who secretly loathes the party they're in but is trying to keep up appearances. A bit like an anti-Krysten Sinema, if you will. But, as the heading indicated, that's only the background. Let's get to the interesting part.

A series of Saul Goodman gambits

I know you've read about Ron in the news, or at least in posts here. I'm sure everyone here knows about Martha's Vineyard, LibsOfTikTok, the "war on woke". These would all be very fashy things if they were meant to succeed. But, that's just it: they weren't. Let's go down the list.
The Martha's Vineyard Stunt: Everyone knows about this act of cruelty: Ron kidnapped a bunch of undocumented latinx immigrants and stranded them in frozen weather. The left was outraged, the right was cheering and Ron became a hero to the conservative cause. But let's take a closer look. It's common knowledge in lefty circles that the undocumented immigrants were shipped from Texas to Florida, and then to Massachusetts. At first glance it's the actions of an extreme hypocrite: a xenophobe who complains of "illegals" swarming his home, but can't even find any within his own state. This wasn't by accident. Florida has 772,000 undocumented immigrants (source). Ron could have just much more easily found immigrants in Palm Beach or Broward, but he deliberately chose to 1) Subtly undermine his own stunt and give an optical victory to the left 2) Relocate dozens of undocumented immigrants out of Texas, one of the cruelest states to immigrants in general (particularly of a latinx background). Martha's Vineyard is one of the richest parts of one of the most migrant-friendly states in the country. No matter how you slice it, their lives are vastly improved and it was all done on Florida's payroll.
LibsOfTikTok: Here's a much shorter breakdown. When infamous TikTok Nazi and serial doxxer, LibsOfTikTok, got doxxed herself, Ron DeSantis publicly announced that he would offer refuge in his governor's mansion. He got a lot of praise from the right and scorn from the left. Then he didn't do it.
The War on Woke: Here's another long breakdown, although not as long as I had expected. Ron's made constant news coverage with his supposed "war on woke", a series of proposed laws and regulations that would criminalize leftist thought and persecute minorities. This is absolutely a terrifying force to be playing with. However, this is the point that I need to remind y'all: Ron went to Harvard. He graduated with a JD. These laws haven't just failed, they were designed to fail. You've heard of failproof? These were successproof, and intentionally so. The Reedy Creek board has no control over Disney, yet Ron gets credit for "taking down woke Disney". The "stop-woke" law targeting colleges couldn't even make it past a conservative judge. The supposed book bannings have even had the comical side effect of removing the bible from many Florida public schools, a matter which he had curiously not anticipated despite being the architect of their machinations. I'm sure many here assume that these outcomes are all the product of stupidity, but that's not the case. "But why make laws that aren't supposed to succeed?" Well, that's where things get really interesting.

Why would Ron do all this?

Isn't it obvious? Publicity.
It's easy to forget, but Trump is still the defacto leader of Republican Party. There's no sign of a mass exodus from him anytime soon. He is their strongman, he is the new Reagan. Forget Biden, Trump is Ron's final boss. It's also easy to forget that Trump gets billions worth of publicity for free. Nobody can afford to compete with that, not conventionally. Ron is trying to beat Trump at his own game. But there's a clear difference between the two: Trump is a true Republican and has been his whole life. Behind every zany university scam is a trail of ruined lives and stepped on people. Trump has left behind a verifiable trail of destruction. But DeSantis? His big ploys for attention have been victimless. He gave a better life to undocumented immigrants. He wooed right wing voters with authoritarian laws that had no chance of coming to fruition. He's boasted about making the GOP stronger while undermining it every step of the way.
Even John Oliver's Ron DeSantis segment had trouble making substantial criticisms of him. I think this is perhaps because the Last Week Tonight staff are more thorough in their investigations than most legitimate journalists. For example: in the entire 30 minute segment, not once did John ever mention Martha's Vineyard or LibsOfTikTok. In fact, one has to wonder if John is in on it when he spent most of the time playing up Ron's "conservative strongman" persona in a way that would actually make him appealing to the Republican voterbase. In fact, if you watch that segment with the idea of it being pro-DeSantis propaganda, it's actually more effective than it was as a liberal hitpiece. John even felt the need to mention that Trump is the worse between the two.
Which brings me to my final point, and possibly the most important:

What is Ron's relationship with Trump?

That's a topic that the media has been musing over for the last year, but it's really not that hard to figure out. Early on, everyone talked about the "rivalry" between the two. This rhetoric heated up as Trump's jabs at him became meaner and even borderline slanderous. Yet Ron has been careful not to fight back, even attempting to be cordial with Trump.
So, that means Ron likes Trump, right?
Dead wrong. Dead fucking wrong. The biggest piece of evidence that Ron does not like Trump is the fact that he's gearing up to run in 2024 at all. He's only 44 years old. There's no urgency for him to run in 2024. The only reason he would have to dedicate himself to such a clusterfuck of a year is that it's likely his only chance to usurp Trump. Does anyone really expect such a decrepit, out of shape piece of shit to run in 2028? 2028 would likely be easier for Ron, who will only be 48 (an actual child compared to most presidential candidates). Plus he wouldn't be running against a Dem with the incumbent advantage.
No matter how you slice it, the only way Ron's 2024 bid makes any sense is if you view it as pure spite against Trump.
But that circumstantial evidence isn't enough. Instead, I'd like to allow Ron to speak for himself. On the topic of Trump's indictment, Republicans (even supposed "never Trumpers" like Romney) have been outspoken in defense of Trump. Well, with one notable exception. When asked about his thoughts on Trump possibly being the victim of political persecution, DeSantis (who is not one to pass up an opportunity to speak out about Democrats) only had this to say:

He's trying to do a political spectacle … I've got real issues I've got to deal with here in the state of Florida (source)

Ron DeSantis was practically given the chance to woo the Trump voterbase. And yet, a man known for being thunderous and commanding instead responded with... silence. It's perhaps the loudest silence of all: the silence of endorsement.
I rest my post.

TL;DR Ron DeSantis' inexplicable and sometimes illogical political career is a carefully crafted, carefully acted ploy to undermine Trump and possibly the GOP as a whole.

A new paper in the PNAS reports that the rate at which students learn appears to be largely constant and not predicted by variation in initial assessments, but IS predicted by practice at a constant rate.
